To use resources wisely capital projects need to be prioritized. We developed a simple systematic priority setting process that we have used successfully in a number of cities. | Strategic Planning can mean visioning or goal setting or allocating resources to goals -- or all of the above. When done well, strategic planning supports alignment among all parts of the organization. |
